Nick – Gen. George Patton said something to the effect that a less than perfect plan aggressively executed in a timely manner was better than a perfect plan executed otherwise. Why is the CWC talking about competition (a process that takes time and information) and not supply chain management (i.e., getting something usable into the hands of those who need it in a timely manner). Do these people know what they are talking about? Have they listened to anyone whose life would depend on the policies they are trying to set? A fair and reasonable price is important, but accomplishing the mission is essential. Best, Steve
